While this was humorous with the crew of the Cerritos rushing to battle stations while still dressed for their leisure activities, it makes sense this would happen to Starfleet crews on occasion.
Just imagine Dax, Kira, Bashir, and O'Brien having their holosuite adventures interrupted and having to rush to ops while still in costume…

appears to originate from Cosmosmith Creations, which ran from 1997 to 2011.
Unfortunately, this t-shirt selling website alone is a dead-end, as I would assume this is the original picture due to its alternate and more consistent coloring. I could not tell you who the original artist may be, as it does not seem to be listed.
This is far as I can get in terms of investigation. The new up-to-date website appears to be about wolves. I have emailled them on the inquiry of the original artist, and I will get back to you if they respond.
This was their response. I'll try to look further and see what I can find. If anyone else would like to help me find the original artist, it would be much appreciated!
